Birch & Davis Associates Case Study

Challenge: Help state agencies understand and comply with a federal requirement to limit youth access to tobacco.

Activities: Conducted needs analysis of state entities and redesigned existing consultant bank to provide pro-active, multiple-intervention expert teams. Created opportunities for nationwide peer-to-peer information transfer, i.e., focus groups, national meetings, conference calls. Contributed to multi-contractor planning and strategy team.

Result: Within three months of implementation, more than 50 technical assistance calls completed and follow-up action plans were launched through the government approval process. In the year prior to implementation, nine technical assistance calls were received and fulfilled.
